Doberman Avenger imagines a world where we don't kill millions of dogs every year.

2+ million dogs per year are euthanized. And it is 100% preventable. This will apply to all states.

- Each breeder must obtain a license prior to breeding.

- Each breeder is limited to no more than 2 litters per year per household, not per animal.

- Price per animal is set by the breeder.

- Each puppy from each litter must be registered at the time of birth. Creating a national registry.

- Each puppy – when registered – must be designated by their sex and their intended use - intact, spayed, or neutered. As a pet, or pet to be bred.

- Registrations must include a permanent physical address, phone number, Driver License, as well as the owner social security number (to be used for income tax purposes).

- All revenue from breeders is to be reported under Federal and State income tax laws.

- Dogs intended to be used as future breeding, will have an additional cost per year until they are neutered or spayed.

- Each “breeder” that does not register and follow registration protocols, and as a result, willfully cultivates a litter of puppies is subject to a $10,000.00 fine for the first litter, and $20,000.00 fine for everyone after.

- Sites like Craigslist, and others, will be prohibited from posting listings for animals of any kind.

- All websites that do list pets for sale – the listings must include the State license number and other pertinent information.

- Any website posting listings for unlicensed animals will be fined a minimum of $10,000.00 per incident, with no cap.

- A national website will be established with registered breeders, by state, and geo location.

- Rehoming of animals is permitted, as long as they are not intact.

- If they are intact, and have not been bred, then the new owner assumes the registration responsibility.

- Breeding animals for any type of illegal activities is subject to local, state, and federal laws including fines, and not limited to jail time.

- Illegal research, dog fighting, baiting, etc. is subject to federal animal cruelty laws, with a lifetime restriction/ban for owning any animal, including future households where they reside.

- Breed specific breeding to cultivate animals with known physical defects – vWD, wobblers, cancer, hip dysplasia, DCM, cancers, CDA, blindness, Epilepsy, Gastric Dilatation, etc. – will result in lifetime ban of breeding, and a subsequent fine of at least $10,000.00.

- Task force will be set up to monitor all breeding activity.

- Shelters will, once the population is under control, redirect resources to managing their local breeding environments and enforcement.

- Any person or persons convicted of animal cruelty or neglect will be subject to local, state, and federal prosecution including fines, incarceration, and a lifetime ban of owning any animals in the future.

- Animals coming from outside the US, especially Mexico, must be quarantined (no more than 15 days) until they have received proper evaluation by a Vet.

- Registration procedure and fees per the above then apply. Starting fine for ignoring the process is $10,000.00, plus possible deportation.
